The Pollution Control Agency commissioner must include permeable synthetic turf meeting specified requirements in the Minnesota Stormwater Manual's best management practices for stormwater runoff control.

Permeable synthetic turf must be fully permeable at a minimum rate of 25 inches of liquid per hour and pass the pill flammability test according to ASTM D2859-16 (2021).

Permeable synthetic turf must contain no perfluoroalkyl and polyfluoroalkyl substances (PFAS) and must be manufactured to replicate natural turf with ultraviolet stabilization and drainable backings.

Permeable synthetic turf must be manufactured in the United States and installed over aggregate bases suitable for all climate types.

Indoor/outdoor carpeting intended for installation over concrete, such as on patios, is excluded from the definition of permeable synthetic turf and cannot be used to control stormwater runoff.
