$4,000,000 is appropriated from the bond proceeds fund to the commissioner of public safety for a grant to the Lakes Area Police Commission for predesign, design, construction, furnishing, and equipping a new regional training and public safety facility.

The facility will serve the Lakes Area Police Commission, a joint powers law enforcement agency, and the cities of Lindstrom and Chisago City and surrounding areas.

The appropriation is contingent upon the commissioner of management and budget determining that $4,000,000 in matching funds has been committed from nonstate sources.

The commissioner of management and budget shall sell and issue state bonds up to $4,000,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

This section becomes effective the day following final enactment.
