Appropriates $5,300,000 from the state transportation fund bond proceeds account to the commissioner of transportation as a grant to the city of Edina for preliminary design, design, engineering, and construction of an interchange at Highway 100 and Vernon Avenue/West 50th Street.

Requires any surplus land created upon completion of the interchange project within the area bordered by Vernon Avenue/West 50th Street, Grange Road, Eden Avenue, and Highway 100 to be dedicated for use by the city of Edina as a fire station.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,300,000 to fund the appropriation, with proceeds credited to the bond proceeds account in the state transportation fund.

Takes effect the day following final enactment.
