Delays implementation of new rates for family residential services and life sharing services from January 1, 2026 to January 1, 2028, or upon federal approval, whichever is later.

Establishes the Advisory Task Force on Family Residential Services with 8 members including licensed adult family foster care providers, Department of Human Services representatives, lead agency representative, service recipients, and ARRM representative.

Requires the advisory task force to evaluate multiple rate models and submit recommendations by August 1, 2026, and submit an implementation assessment by January 15, 2029.

Task force must conduct case studies, estimate median rate changes, and provide data on the number of adult family foster care providers and individuals receiving services.

Appropriates funding from the general fund for fiscal years 2025-2029, with the task force expiring June 30, 2029.
