• Reduces the maximum sales tax on on-sales of intoxicating liquor and fermented malt beverages in Minneapolis downtown taxing area from 3 percent to 2.5 percent

• Reduces the maximum sales tax on food sales by restaurants and places of refreshment in the downtown taxing area from 3 percent to 2.5 percent

• Modifies the downtown taxing area boundary to replace reference to "8th Street South" with "Portland Avenue South" and replaces "Burlington Northern Railroad tracks Plymouth Avenue North" with "Plymouth Avenue North"

• Adds exclusion for any property in a zone contained in chapter 546 of the Minneapolis Zoning Code where a restaurant with a wine license operates

• All changes are effective for sales made after August 1, 2024, with taxes authorized continuing through January 1, 2047
