$8,000,000 appropriated from bond proceeds fund to the Public Facilities Authority for a grant to the city of Cottonwood for Phase 1 public infrastructure replacement projects.

Grant funding covers design, construction, and equipment for sanitary sewer system improvements, drinking water distribution system upgrades, street reconstruction, and curb, gutter, and sidewalk replacement.

Grant includes funds for improvements necessary to connect Cottonwood to the Lincoln Pipestone Rural Water system to improve municipal water quality.

Commissioner of management and budget authorized to sell and issue state bonds up to $8,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
