Removes the exemption allowing county social workers to use "social work" or "social worker" titles without licensure or a relevant degree.

Requires county social workers to either hold a baccalaureate or graduate degree in social work, or obtain a license under Minnesota Statutes chapter 148E to use social work titles.

Applies the same title requirements to city, county, and state agency social workers, with licensure mandatory for newly employed individuals presenting themselves by social work titles.

Adds requirements that social workers must use specific license designations (LSW, LGSW, LISW, or LICSW) in professional use of their names.

Prohibits misleading or false public statements and advertisements by social workers, and bans fraudulent conduct related to licensure or client representation.
