Establishes a grant program administered by the commissioner of natural resources to provide funding to cities, counties, townships, Tribal governments, and park and recreation boards in first-class cities for removing, planting, and replacing shade trees on public or Tribal land.

Requires all trees planted with grant money to be climate-adapted species to Minnesota and allows grants for purposes including providing environmental benefits, replacing trees lost to forest pests, disease or storm, and establishing diverse community forests.

Prioritizes grants to projects removing and replacing ash trees posing significant public safety concerns and projects in census tracts meeting at least three of five criteria related to poverty, social vulnerability, income levels, housing vacancy rates, or SNAP benefit recipients.

Appropriates $40,000,000 from the bond proceeds fund to the commissioner of natural resources for the community tree planting grants program.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $40,000,000 to provide funding for the appropriation.
