Modifies community support services program to align with Clubhouse International model standards and adds occupational therapists as qualified providers for adult rehabilitative mental health services.

Establishes early episode of bipolar disorder grant program for youth and young adults ages 15-40 at risk of or experiencing early bipolar episodes, with intensive treatment, outreach, and evaluation requirements similar to first episode of psychosis program.

Creates engagement services pilot grant program funded at $2,000,000 in fiscal year 2025 to help counties and certified community behavioral health centers provide early interventions preventing civil commitment.

Appropriates $2,000,000 for first episode of psychosis grants, $2,000,000 for housing with supports for adults with serious mental illness, and $500,000 for protected transport start-up grants in fiscal year 2025.

Requires commissioner of human services to consult with stakeholders and develop recommendations for transitioning from grant-based to formula-based allocation structure for mental health services, and allows mental health case management payment via secure electronic message for adult clients.
