Establishes a pilot program to expand digital mental health services for Minnesota students ages 14-25 attending secondary schools or postsecondary institutions.

Required program services must include moderated student online peer support communities, evidence-based self-guided therapeutic tools, and real-time interaction with mental health practitioners.

Program providers must demonstrate proven risk management processes, ability to service multiple school districts regardless of location, evidence-based clinical outcomes supported by peer-reviewed research, and experience with large-scale school-based implementation.

Appropriates $3,000,000 from the state general fund in fiscal year 2025 to the commissioner of education for grants to mental health providers and school partners, with up to 5% retained for program administration.

Funds are available until June 30, 2027, and constitute a one-time appropriation.
