Appropriates $5,640,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Kandiyohi for water infrastructure improvements.

Funding covers design, construction, and equipment of a new water tower, two new wells, and a water treatment facility to address high levels of iron, manganese, and hardness in the water supply.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,640,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
