Adds personal finance as a required statewide academic standard alongside language arts, mathematics, science, social studies, physical education, and the arts.

Requires students beginning grade 9 in the 2025-2026 school year and later to complete a one-half credit personal finance course in grades 10, 11, or 12 for graduation.

Directs the Department of Education to adopt the most recent national personal finance standards from the Jump$tart Coalition and Council for Economic Education, with authority to modify standards to accommodate state interests.

Establishes a personal finance seal for teachers through the Professional Educator Licensing and Standards Board, allowing teachers to earn the seal through completion of a personal finance course, certification programs, or test-based certification.

Appropriates unspecified amounts from the general fund to the Department of Education and the Professional Educator Licensing and Standards Board for rulemaking related to personal finance education standards and the teacher seal, effective upon enactment.
