Appropriates $10,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Richfield for improvements to Nicollet Avenue.

Funds will support design and construction of approximately 1.4 miles of roadway, active transportation, and public utility infrastructure on Nicollet Avenue (County State-Aid Highway 52) from 77th Street to 66th Street.

Appropriation includes money for predesign activities and acquisition of real property, right-of-way, or easements within the project corridor.

Funds are designated as the city's local cost-share and will be used in cooperation with Hennepin County for the Nicollet Avenue reconstruction project.

Commissioner of management and budget authorized to sell and issue state bonds up to $10,000,000 to provide the appropriated funds, effective the day following final enactment.
