Amends Laws 2023, chapter 71, article 1, section 14, subdivision 12 to increase funding for Chisholm Sports Arena and Curling Club capital improvements from $3,000,000 to include additional appropriations.

Appropriates $1,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Chisholm for design and construction of capital improvements.

Capital improvements include replacing an existing ice plant serving both the hockey arena and curling club, adding new heating mains, replacing curling mains, and replacing floor systems in both facilities.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,000,000 to fund the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
