Appropriates $6,000,000 from the bond proceeds fund to the Pollution Control Agency for a grant to St. Louis County for the Canyon Integrated Solid Waste Management Campus project.

Funds will support acquisition of property and design, engineering, and construction of a new municipal integrated solid waste management campus in St. Louis County.

The facility will accept new waste and previously disposed waste from all closed landfills in the state's closed landfill program.

Project aims to prevent perfluoroalkyl and polyfluoroalkyl substances (PFAS) and other contaminants from entering Lake Superior.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $6,000,000 to provide the appropriated funds, effective the day following enactment.
