• Modifies K-12 education provisions across general education, teachers, special education, charter schools, nutrition, libraries, health, safety, and state agencies with multiple statutory amendments and new requirements.

• Establishes cell phone use policies requiring school districts and charter schools to adopt policies by March 15, 2025, and creates mental health instruction requirements starting in the 2026-2027 school year.

• Expands student mental health support by requiring schools to provide space for telehealth mental health care to secondary students during regular school hours and before/after school when space and staff are available beginning October 1, 2024.

• Creates Purple Star School designation for schools serving military-connected students with requirements for military liaisons, website resources, transition programs, and professional development, with process established by July 1, 2026.

• Modifies charter school governance, teacher licensing requirements, online course provisions, special education procedures, and establishes new state councils for military children's educational transitions and P-20 education partnerships.
