Commissioner of Education must develop a system to provide stipends to teacher candidates completing field-specific student teaching requirements through Professional Educator Licensing and Standards Board-approved programs, effective July 1, 2025.

Minnesota school districts and charter schools hosting student teachers must provide stipends, paid in two equal installments at the beginning and conclusion of the student teaching experience, with reimbursement from the Department of Education.

Student teachers are classified as temporary employees and are not eligible for local bargaining unit enrollment or locally bargained benefits.

Stipend payments must not be considered income, assets, or personal property for determining eligibility for child care assistance, food support, housing support, family investment programs, medical assistance, and other economic assistance programs.

$18,526,000 appropriated from the general fund to the Department of Education for fiscal year 2025, with $18,526,000 established as the base for fiscal year 2026 and later.
