Appropriates $25,000,000 from bond proceeds fund to the Public Facilities Authority for a grant to the Alexandria Lake Area Sanitary District (ALASD)

Funds will support design, engineering, construction, and equipment of improvements to ALASD's regional water reclamation facility, including advanced ultrafiltration technology for phosphorous removal

Project protects the Lake Winona-Agnes-Henry-Le Homme Dieu-Carlos chain of lakes and Long Prairie River watershed

Authorizes the commissioner of management and budget to sell and issue state bonds up to $25,000,000 to provide the appropriated funds

Appropriation becomes available once sufficient funding for project completion has been committed
