Commissioner of human services must submit amendments to federal Centers for Medicare and Medicaid Services by December 1, 2024, to allow indirect billing for individualized home supports services that do not require direct contact with service recipients.

Allowable indirect billing tasks include researching and arranging transportation, coordinating health care and medical appointments, arranging legal support and crisis prevention, and collaborating with employers on employment maintenance.

Additional billable indirect services include coordinating access to basic needs resources, ensuring independent living in the recipient's home, and coordinating with other service providers for status changes and crisis management.

Indirect billing is only permitted if services are necessary to ensure continuity of other needed services, reasonable attempts were made to directly involve the recipient, or the recipient made an informed choice for services without direct contact.
