Amends scrap metal dealer record-keeping requirements to clarify that detached catalytic converters require documentation of either the original vehicle identification number or an alternative marking system linked to the vehicle ID number.

Renumbers existing record requirements, moving the catalytic converter documentation requirement from clause (8) to clause (8) and the employee identifier requirement from clause (9) to clause (8).

Modifies the prohibition on possessing detached catalytic converters to allow possession when marked with the removal date and vehicle ID number or an alternative number that law enforcement can immediately link to the vehicle ID.

Specifies that alternative marking numbers must be under a numbering system traceable by law enforcement and can be made through engraving or permanent ink, with clear and legible indication of the date removed and vehicle identification information.

Maintains existing dealer obligations regarding record inspection by law enforcement, customer receipt provision, and personal information security safeguards.
