Expands school milk program eligibility from kindergarten students only to all students in kindergarten through grade 12 in participating public and nonpublic schools.

Prohibits participating districts from charging fees for reimbursable milk and bars denial of milk to students with outstanding meal account balances.

Sets reimbursement rate at 20 cents per half-pint of milk served to eligible students, limited to one-half pint per student per day, effective for fiscal year 2025 and later.

Requires milk provided through the program to be free and excludes milk served as part of school lunch or breakfast reimbursed under other statutes.

Appropriates an unspecified amount from the general fund in fiscal year 2025 to the commissioner of education for additional school milk program reimbursement aid.
