Modifies the town aid distribution formula to allocate aid based on each town's "town aid factor" (agricultural property factor, town area factor, and population factor) as a proportion of all towns' combined factors, rather than using a fixed multiplier of 0.0045.

Increases the annual total town aid limit from $10,000,000 to $11,500,000 for aid payable in 2025 and thereafter.

Adds a new definition of "town aid factor" as the product of a town's agricultural property factor, town area factor, and population factor.

Effective for aid payable in calendar year 2025 and thereafter.
