• Allows foreign medical school graduates to use the Federation of State Medical Boards' Federation Credentials Verification Service (FCVS) for verification, with physician application fees not exceeding $200 or the cost of administering this service.

• Requires foreign medical graduates who have not practiced medicine within the past ten years to pass the Special Purpose Examination (SPEX), Comprehensive Osteopathic Medical Variable-Purpose Examination (COMVEX), or obtain current specialty board certification.

• Creates a new "limited license" for foreign-trained physicians with at least five years of practice experience outside the United States who commit to work in rural areas or underserved urban communities within a collaborative agreement at a hospital or clinical setting.

• Waives the one-year graduate clinical medical training requirement for limited license holders and requires employers to pay them at least the equivalent of a medical resident's salary in a comparable field.

• Allows limited license holders to obtain a full unrestricted license after two years of good standing, practicing a minimum of 1,350 hours per year, and receiving a physician recommendation from their collaborative agreement partner.
