Prohibits prone restraint and specific physical holds (restricting breathing, communication, pressure on head/neck/chest/abdomen, or straddling torso) by school employees, security personnel, police officers, and school resource officers.

Establishes that school resource officers are not school employees or agents of the district and may not participate in enforcement of school discipline violations.

Requires school resource officers to complete mandatory training by December 1, 2025, covering juvenile justice, de-escalation techniques, mental health crisis response, students with disabilities, trauma, and threat assessment before assuming duties.

Mandates school districts and charter schools contracting with school resource officers to ensure contracts meet new statutory requirements and comply with training standards.

Appropriates $150,000 in FY 2024 and $490,000 in FY 2025 to the Department of Public Safety for school safety center staffing and training coordination, plus $250,000 in FY 2025 to reimburse law enforcement agencies for training costs and related expenses.
