Increases minimum uninsured and underinsured motorist coverage for motor carriers of railroad employees from $1,000,000 to $5,000,000.

Maintains minimum liability insurance requirement of $5,000,000 regardless of vehicle seating capacity.

Creates civil penalties for railroads or motor carriers violating the requirements: $200-$500 for first offense, $500-$1,000 for second offense, and $1,000-$5,000 for third or subsequent offense within three years.

Allows the commissioner to enforce violations through civil action in county court where the violation occurs.

Directs collected fines to the state rail safety inspection account in the special revenue fund; effective August 1, 2024.
