$150,000,000 appropriated from bond proceeds to the commissioner of transportation to match federal funds and replace or rehabilitate local deficient bridges, including design-build contracts, consultant usage, and costs for landowner payments, relocation expenses, and interest subsidies.

Commissioner of management and budget authorized to sell and issue up to $400,000,000 in general obligation bonds to provide funds for the road and bridge appropriations.

Act becomes effective the day following final enactment.
