Appropriates $5,000,000 from the bond proceeds fund to the Commissioner of Employment and Economic Development for the Airport Infrastructure Renewal (AIR) grant program under Minnesota Statutes, section 116J.439.

Requires the commissioner to prioritize eligible applicants that did not receive grants under the 2019 First Special Session appropriation (Laws 2019, First Special Session chapter 7, article 1, section 2, subdivision 2, paragraph (q)).

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $5,000,000 to fund the appropriation, following procedures in Minnesota Statutes, sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Becomes effective the day following final enactment.
