Appropriates $15,000,000 from bond proceeds fund to the Board of Water and Soil Resources for acquiring land and easements to restore, create, enhance, and preserve wetlands displaced by public road repair, reconstruction, replacement, or rehabilitation projects.

Authorizes the commissioner of management and budget to sell and issue up to $15,000,000 in state bonds to fund the appropriation in accordance with Minnesota Statutes sections 16A.631-16A.675 and the Minnesota Constitution article XI, sections 4-7.

Permits the board to vary priority order of wetland replacement requirements to implement in-lieu fee agreements approved by the U.S. Army Corps of Engineers under Clean Water Act section 404.

Allows the board to acquire wetland replacement credits through agreements with federal government, state agencies, political subdivisions, nonprofit organizations, and private entities in accordance with Minnesota Rules chapter 8420.

Requires that land or permanent easement purchase prices be set at fair market value as determined by the board.
