Establishes the Outdoor School for All grant program administered by the commissioner of natural resources to provide grants to outdoor education providers serving students in grades 4 to 8.

Eligible grantees include accredited overnight outdoor school providers and regional nonprofit learning centers offering multiday, residential outdoor-based educational experiences integrated with local school curricula.

Required program components include field study opportunities, research-based environmental or natural-resource curricula, and development of student leadership, critical thinking, self-sufficiency, decision-making, and social-emotional skills.

Programs must address accessibility of outdoor educational opportunities for underserved students, including students with disabilities.

Appropriates unspecified amounts from the general fund to the commissioner of natural resources for fiscal years 2024 and 2025 to support the program.
