• Amends Minnesota Statutes sections 363A.20 and 363A.26 to expand religious exemptions under the Minnesota Human Rights Act

• Adds sexual orientation and gender identity as permissible bona fide occupational qualifications for employment at religious and fraternal organizations

• Allows religious associations and educational institutions operated by religious organizations to take action regarding sexual orientation or gender identity in education, employment, housing, real property, and facility use, except for secular business activities unrelated to the organization's religious purpose

• Permits religious organizations to refuse goods, services, facilities, or accommodations for civil marriage ceremonies when doing so violates their religious beliefs
