Directs the Commissioner of Human Services to issue initial licenses for community residential settings to supervised living facilities that meet specified criteria, notwithstanding the existing licensing moratorium exception process.

Applies to facilities licensed under Minnesota Statutes chapter 144 that existed on January 1, 2024, are not certified as intermediate care facilities for persons with developmental disabilities, and have a licensed capacity of six or fewer beds.

Requires qualifying facilities to be currently providing community residential services to residents and meet the requirements of Minnesota Statutes sections 245D.23 to 245D.26.

Authorizes the commissioner to issue initial community residential settings licenses with a capacity equal to the facility's current supervised living facility licensed capacity.

Sets a deadline of June 30, 2026, for qualifying supervised living facilities to request an initial license under this exemption.
