Commissioner of human services shall develop a voluntary program to increase medical assistance funding to a level I trauma hospital in Hennepin County that receives local government support and provides ground and air emergency medical transportation services statewide.

Program must also increase medical assistance funding to physicians, ambulance services, and other billing professionals affiliated with the level I trauma hospital.

Commissioner shall consider intergovernmental transfers, directed payments, and certified public expenditures as allowed under federal regulations (Code of Federal Regulations, title 42, section 433.51) when developing the program.

Program must supplement, not supplant or replace, any existing medical assistance funding currently provided to the trauma hospital and affiliated providers.

Commissioner shall present recommendations and draft legislation to implement the program to relevant legislative committee chairs and ranking minority members by December 15, 2024.
