Appropriates $1,900,000 from bond proceeds fund as an inflation adjustment grant to the Pope-Douglas Solid Waste Management Joint Powers Board under the solid waste capital assistance grant program.

Funds are designated for equipping and installing capital equipment and improvements for recycling infrastructure.

This appropriation is in addition to previous appropriations made in Laws 2023, chapter 71, article 1, section 3, subdivision 2, and Laws 2020, Fifth Special Session chapter 3, article 1, section 8, subdivision 4.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,900,000 to provide the appropriated funds.

Takes effect the day following final enactment.
