Appropriates $2,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Inver Grove Heights for capital improvements to Heritage Village Park.

Funds may be used for predesign, design, construction, furnishing, and equipping of an amphitheater, picnic shelters, restrooms, parking lot expansion, nature play area, educational and interpretive nodes, lawn game area, heritage paneling, and river walkway.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
