Adds "including a licensed nurse" to clarify that emergency drug administration without delay can occur when school personnel, including a licensed nurse who are present or available, judge the risk to a pupil's life or health requires immediate medication administration.

Establishes requirements for pupil self-administration of prescription asthma or reactive airway disease medications with an inhaler, including written parent authorization each school year, proper labeling, and confirmation that the parent has not requested school personnel to administer the medication.

Establishes requirements for epinephrine auto-injector access, requiring annual written notification from the parent and prescribing medical professional stating either that the pupil may possess the epinephrine or that the pupil is unable to possess it and requires school access to parent-provided auto-injectors.

Modifies school board procedure requirements for drug and medicine administration to specify consultation with a licensed school nurse, a health organization, or an approved arrangement according to state statute.
