Health plans must cover all over-the-counter contraceptives that are approved as nonprescription drugs by the United States Food and Drug Administration and available without a prescription in Minnesota.

Coverage must be provided without cost-sharing, including deductibles, co-pays, or coinsurance.

Coverage cannot include limitations that are not generally applicable to other coverages under the plan.

Health plans are not required to cover a particular over-the-counter contraceptive during the benefit year in which it receives FDA approval as a nonprescription drug.

The requirement is effective January 1, 2025, and applies to all policies, plans, certificates, and contracts offered, issued, or renewed on or after that date.
