Expands grant recipient eligibility to include teachers with Tier 3 licenses adding a field license in special education, in addition to existing paraprofessionals and Tier 1-2 licensed teachers.

Grant funds may support tuition assistance, stipends, mentoring, licensure test preparation, technology support, and participant recruitment for eligible participants.

Commissioner must prioritize funding for training that allows Tier 1-2 license holders to obtain Tier 3 special education licenses and Tier 3 license holders to add field licenses in special education.

Commissioner must award an equal number of grants between applicants in greater Minnesota and applicants in the metropolitan area, to the extent practicable with sufficient applications.

Provisions are effective the day following final enactment.
