Removes the requirement that temporary on-sale intoxicating liquor licenses be approved by the commissioner of public safety before becoming valid.

Allows municipalities to issue temporary licenses to clubs, nonprofit organizations, political committees, and state universities for on-sale of intoxicating liquor at social events for up to four consecutive days.

Permits temporary license holders to contract for intoxicating liquor catering services with full-year on-sale license holders from any municipality.

Authorizes municipalities to issue temporary licenses to brewers manufacturing fewer than 3,500 barrels annually and microdistilleries for social events sponsored by those entities.
