$16,800,000 appropriated from bond proceeds fund to the commissioner of natural resources for capital improvements to ponds and fish culture facilities at state-owned hatcheries.

Up to $2,000,000 of the hatchery appropriation may be used for planning, design, and land acquisition for replacement or renovation of the St. Paul fish hatchery facility, which must be located in the seven-county metropolitan area and designed with research and education capabilities.

Commissioner of management and budget authorized to sell and issue up to $12,000,000 in state bonds for public water access and boating facilities improvements.

Commissioner of management and budget authorized to sell and issue up to $16,800,000 in state bonds for state fish hatcheries improvements.
