Appropriates $2,894,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. Paul for capital improvements at Battle Creek Park's outdoor recreation fields.

Improvements funded include design, construction, furnishing, and equipping of capital betterments to outdoor recreation fields at the park.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,894,000 to provide the appropriated funds, following Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
