Appropriates $400,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Spring Hill for park and ballpark improvements.

Funds must be used to design, construct, furnish, and equip a city park baseball field, including field lighting, a new grandstand, backstop, concrete improvements, and new bleachers.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $400,000 to provide the appropriated funds, governed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
