H.F. 4033 - Supporting Women Act

• Establishes a grant program administered by the Commissioner of Health to fund women's pregnancy centers and maternity homes that provide housing, services, and support to pregnant women and postpartum women.

• Eligibility requires organizations to be nonprofits offering free or reduced-cost services, provide free housing if applicable, and prohibits use of grant funds to encourage abortion, provide abortion services, or directly refer women to abortion providers.

• Disqualifies organizations that provide, promote, or directly refer for abortions, and their affiliates unless separately incorporated and independent.

• Reduces the general fund appropriation for sexual and reproductive health services grants by $3,000,000 in fiscal year 2025 and reduces the base by $3,000,000 for each of fiscal years 2026 and 2027.

• Appropriates $4,500,000 in fiscal year 2025 for the new grant program: $3,000,000 for women's pregnancy centers and $1,500,000 for maternity homes, including administration costs.
