Requires legislature and local governments to reallocate incarcerated persons to their last known Minnesota address for purposes of drawing congressional, legislative, and election districts during redistricting.

Directs Department of Corrections to collect and report to the Legislative Coordinating Commission by June 1 in years ending in zero the last residential address and demographic information for each person in state correctional facilities on April 1 of the decennial census year.

Requires Legislative Coordinating Commission director to geocode addresses and only reallocate those matching exactly or approximated to street level, excluding addresses approximated only to zip code, city, county, or state level.

Excludes from district population counts incarcerated persons with last known addresses outside Minnesota or with no known address, but counts them in statewide population totals.

Effective January 1, 2030, and applies to redistricting conducted on or after that date; Department of Corrections must make reasonable efforts to collect address information from currently incarcerated persons prior to April 1, 2030.
