HF 4053 Summary

• Requires health plans to provide coverage for abortions and abortion-related services, including preabortion and follow-up services, effective January 1, 2025.

• Eliminates cost-sharing (copayments, coinsurance, deductibles) for abortion services, except for high-deductible health plans paired with health savings accounts which must maintain minimum cost-sharing to preserve tax-exempt status.

• Prohibits health plans from imposing utilization review, prior authorization, referral requirements, or other limitations on abortion coverage that are not generally applicable to other coverages.

• Expands medical assistance (Medicaid) coverage to include all abortions and abortion-related services, effective January 1, 2025, or upon federal approval, whichever is later.

• Repeals Minnesota Statutes section 62A.041, subdivision 3, which previously excluded elective, induced abortions from maternity benefits coverage.
