• Appropriates $2,500,000 from the bond proceeds fund to the commissioner of natural resources for a grant to Sherburne County for Phase 2 development of a public park adjacent to Big Elk Lake

• Funds designated for prairie, shoreline, and native habitat restoration; trail design and construction; visitor amenities and infrastructure; and site improvements to provide safe public access for outdoor recreation

• Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,500,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7

• Effective the day following final enactment
