Prohibits manufacturers, wholesalers, and retail establishments from manufacturing, selling, offering for sale, distributing for sale, or distributing for use in Minnesota children's outerwear that does not include reflective material.

Requires reflective material to make up at least ten percent of the surface material of children's outerwear.

Defines "child" as a person under 12 years of age.

Defines "children's outerwear" as a clothing product primarily designed or intended by a manufacturer to be used by a child in the outdoors.

Adds new consumer protection law to Minnesota Statutes, chapter 325F.
