Removes a warning label requirement from bills of lading for oxygenated gasoline that previously stated "This fuel contains an oxygenate. Do not blend this fuel with ethanol or with any other oxygenate."

Repeals Minnesota Statutes 2022, section 239.791, subdivision 3, which prohibited blending oxygenated gasoline with ethanol or other oxygenates after transfer from refineries or terminals.

Requires delivery tickets for biofuel-blended gasoline to state the volume percentage of biofuel blended into gasoline delivered through a meter into storage tanks for retail dispensing.

Requires monthly reporting by the 23rd day to the department for persons selling intermediate blends (greater than 10 percent and no more than 50 percent biofuel content) at more than ten retail locations, identifying gallons sold by blend type.

Classifies all intermediate blend reports submitted to the department as nonpublic data.
