Adds new clause (27) to Minnesota lawful gambling purposes allowing repair, maintenance, or improvement of real property and capital assets owned by eight specified veterans organizations (American Legion, VFW, Jewish War Veterans, Military Order of the Purple Heart, AMVETS, Marine Corps League, Paralyzed Veterans of America, and Disabled American Veterans) between June 30, 2024 and August 1, 2029.

Limits clause (27) expenditures to 50 percent of gross profits from the previous fiscal year with no carryforward of unused allowances, with fiscal year defined as July 1 through June 30.

Allows building expansions and all capital improvements within existing buildings under clause (27), but prohibits new construction of new or replacement buildings.

Requires board approval to exceed the 50 percent limit only when extenuating circumstances beyond the organization's control exist.

Makes the amendment effective the day following final enactment.
