HF 4090 - Minnesota Sports Betting Act 2.0

• Authorizes mobile and retail sports betting in Minnesota through licensed Indian Tribes; up to 11 sports betting operator licenses, up to 11 platform provider licenses, and unlimited supplier licenses available.

• Establishes regulatory framework under the commissioner requiring age verification (21+), responsible gambling measures, integrity monitoring, record retention, and advertising restrictions protecting minors and problem gamblers.

• Imposes 15% tax on sports betting net revenue, with distributions to: gambling treatment programs (4%), youth sports grants (4%), racetrack support (15%), Minnesota Sports and Events marketing (25%), and amateur sports integrity education (2%).

• Criminalizes unauthorized wagering by participants, employees, and officials; bets by under-21 individuals; and acceptance of prohibited wagers, with penalties ranging from misdemeanor to felony based on wager amounts.

• Commissioner designates mobile sports betting start date no later than November 15, 2024; prohibits local taxes or licensing fees on sports betting; and requires good faith negotiation of Tribal-state compacts for on-reservation betting.
