Appropriates $17,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Fulda for water and sewer infrastructure improvements.

Funds designated for design and construction of sanitary sewer, stormwater, and drinking water infrastructure improvements including wastewater treatment facility, drinking water treatment and storage systems, and stormwater collection system.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $17,000,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Includes funding for street reconstruction associated with the infrastructure project.

Effective the day following final enactment.
